As for USM of course there is going to be negative publicity. Let's face it Russia's assets were sold off on the cheap to Putin's friends. Given that there is evidence that Putin was involved in interfering in both the US election that saw Trump come to power and the disastrous referendum that saw us leave the EU I for one think it is inevitable.
Boris Johnson has been out hobnobbing and having bunga bunga parties in Italy with his Russian friends. He won’t be questioning anything at all. And why do you think he’s sitting in a Russian interference report?
 
If any money is used in any part of infrascture development then it doesn't count towards FFP. It can go down as any type of income and it might not get all used this financial year. The club will spend 'x' amount of stadium development this financial year and they will be able to say that money came from the £30m, but that other £30m is sitll

Im not sure the point you’re trying to make. I think we have crossed wires.

The whole point of the payment is so we have an extra 30 m in revenue in the P&L. This will cut out loses and give us more breathing space to stay within FFP regulations.

The fact that the club have said we will ring fence it for stadium development is neither here nor there. Yes, when we spend 30m on the stadium that won’t count as spending in terms of FFP, but this payment very much shows up as revenue in our favour in next years accounts.
 
Back to the build timeline itself, have the club released (or has Mr Chong verbally indicated) a program timeline for 2020? It will have clear milestones where their consultants, planner contacts will have given estimated timelines for the planning decision.

Do we have a reliable sense as to when planning approval is anticipated? And thereafter, how many stages are involved in the build itself and when stage 1 is slated to start?

(Am assuming financing is ready to be drawn down consistent with whatever timeline they are working to).
