The ambition of the owners and then a strategy put in place to realise a realistic ambition. I wouldn't be surprised if villa's and Everton's ambitions are exactly alike however Villa (my team), are in that enviable position of having wealthy ambitious owners who although involved leave the right decisions to the right people.
Obviously from there there are some wrong turns football wise as that's the variable in all of this; some managers just do not work out (you can guess at least one I'm thinking of), and some players do not work out, but if the plan stays in place and the strategy properly evaluated year by year then the ambition drives the club from top to bottom.

Teams who aren't scared to go back to basics instead of trying to be pragmatic all the time. Football isn't a complicated game. You just need players who realise that and who have some balls. Look at the rs when they were flying under klopp. When they were battering teams they used their speed and just lashed it long. Nothing fancy. United under Ten Haag aren't doing anything crazy, they're just playing as a unit and exploiting the strengths of Rashford cutting inside. Pep can afford to be clever because he's got intelligent players who happen to be world class. Allardyce kept sides punching above their weight by not being afraid of playing tight and waiting for a long ball.

Lampard is trying too hard to be clever, he learned his stuff under a master of tactics In Mourinho but again, Mourinho had world class players. You can't ask idiots to be creative.
