So one of the teams they were fixing it for is 2-1 up, so the ref adds "10 minutes" injury time and then Holland make it 2-2... in the "11th minute" of injury time. Doubt they'd bank on a penalty shoot-out going their way, when the ref could have just added far less injury time. Dragging it out like that, would be a bit like the mob paying a fighter to take a dive in the 12th round.
