I’m not an expert in this but “Early and Effective Intervention” is the lower end of the ladder when offending behaviour occurs . It can be used to avoid reporting the child, I.e. he’s 15, to the Children’s Reporter and the Children’s Hearing System on offence Grounds. They would be seeking to work with him to prevent his behaviour escalating into further offences. He could in theory have been reported on offence grounds into the Children’s Hearing system but this is not likely for a single offence such as this. CHS, Children’s Hearings Scotland , is a system unique to Scotland , and is often poorly understood by people in Scotland let alone outside it so I’ll leave it there.

As I was a good boy when I was young I have no clue about these things, so I'm prepared to take your word for it.

I'd like to point out I'm definitely not accusing you of having had a misspent youth, more just wondering about it. :D
 
I think the scottish national side, will always be destined to struggle, as long as the scottish FA is motivated and driven by sheer hatred of all things Rangers.There is a wide variety of reasons, why Scotland have done nothing on the international stage in 21 years, but this anti Rangers agenda emanating from the top table, would be one of the main ones.Of course having a poor quality playing pool, would be another obvious issue.I just feel that this is another glaring elephant in the room, that needs to be addressed.

You're absolutely right. I mean just look at all those Rangers products who are plying their trade in top leagues and being criminally overlooked by the national team.

Players like... him and erm... thingy.

Scotland aren't doing anything internationally because the SFA's entire raison d'etre is to keep Celtic and Rangers fat enough to stay in the SPL and not try to move south. There is not enough money in the rest of the league to make meaningful youth development worthwhile and Rangers don't prioritise it as they're too busy keeping their head above water.
