The only way it can be read is that minor breeches fall between £15 million and £105million ( adjusted depending on time in PL within any 3 year rolling period) the “ significant territory seems to be when clubs are charged as opposed to just providing information and even then using the Forest Written reasons as a guide the IC don’t seem to be in a position to differentiate between the sum over £105 million be it £10 million or 10% over or £220 million and 125 or whatever % over which is maddness
If you read the two sections I screenshotted then no that is not the "only way it can be read" at all. There is no mention of a minor breach involving the lower threshold at all. There is discussion of how an IC might treat a minor breach, so obviously they contemplate it would be charged, otherwise the point would be moot. They define a "significant breach" as being one tens of millions over the upper threshold so it would be reasonably to define a minor one as £1 - £10 million over the same threshold.

Everton lost any right to be annoyed when we rolled over and had our belly tickled over the appeal. We should've dragged it out through the high court, but we got on our knees and thanked the premier league for their punishment.

Yup.
Obviously the process and the outcome is horrendous and worth discussing, debating, challenging.
But fingers should be directly pointed at Moshiri Kenwright and board, and should be extremely cautious about the new clowns they're looking to hand over to.
For now, hopefully we win the required 3 games to stay up, because there's clearly no one competent managing this club.
