They can appeal as much as they want. Punishment will be applied straight away, same as it was done with us and forest. Dragging any appeal would not be beneficial to city. So I suspect they will take the punishment which we all know deep down to be very light anyhow. As I mentioned, I can see perhaps a points penalty small enough to ensure pl survival. They might end up winning the fa cup, so would still qualify to Europe that way.

No it won't, they are separating the two. Guilty or otherwise will be announced, that then gives space for an appeal from either party. When the appeal is completed, they will then apply the punishment, or not.

We had an opportunity to appeal the punishment, not our guilty verdict. City can appeal the verdict separately without any punishment being applied.
