It was nothing personal if any club had breached P&S rules then they would have had to come up with a formula.
The silly thing about bringing it up is that the IC ignored it. The premier League's formula recommended 9 points. The IC gave us 10.

It is a perfectly normal practice that happens throughout football though. In disciplinary cases the governing body acts as the prosecution and the club appoints lawyers to defend the charge. It took on extra significance when it turned out it wasn't a framework the PL intended to keep in place.
