Making all accounts be submitted by December 31st? How can accounts be balanced half way through a season? Surely most clubs, should they need to ballance would need the January and first half of the summer windows.

I don't think the rules say it's all clubs, if a club's in huge profits throughout they wouldn't have to, I think maybe just in practice it's all 20 clubs.
