The only bit of that that makes sense to me is that Liverpool could likely by him for more cheaply from Leipzig than Everton mate. We'd probably not sell to them, or certainly not without a sizeable "tax" put on it. However if we have a look at the rest it doesn't really stack up to whats actually happened
Firstly the Keita/Leipzig negotiations were at various points quite frayed. Liverpool wanted to pay around 30 million for him and had to pay close to double and could only get him a year late. Rangnick in particular frustrated them and made a number of silly comments. It seems unlikely the relationship between the 2 is that strong. If Liverpool wanted a similar relationship/operation it would be far more sensible for them to use Dortmund, who Klopp continues to have a good relationship with?
The reality is that Leipzig and Liverpool are independent businesses with quite different models. Leipzig are about maximising revenue. I think it's in no small part what they saw in Lookman. Talented player. Young wants away. Club didn't want him. Can pick him up cheaply, get him scoring and sell him of for double to treble the value. It's clear they wanted him around the £12-£15m price point and would look to sell him around £40-£50m. Had Allardyce still been here, given his short termism it would have been done. If they have to pay £28m for him and then sell him on to Liverpool, whats in it for them to let him go next year for £40 million? Why wouldn't they sell to the highest bidder?
Also what guarantee do they have Liverpool come in for him? If Liverpool were willing to pay say £45 million next summer, why didn't they just offer Everton £35million this summer and save themselves the £10 million fee? If needs be buy him and loan him to Leipzig (or Dortmund?). It seems a very complicated and devilish way to do something for little benefit for either side, when there are much easier ways of coordinating things if they wanted too.
Finally I really don't think we matter very much to the Liverpool Football club Heirarchy. Their fanbase have this bizarre obsession with us, but American owners who are aiming to make the best team in the league would not waste their time trying to destabilise a team in 8th by unsettling a lad who didn't make their 2nd 11 last night. I'd criticise them for lots of things, but they've got no interest in that. It's a waste of time.
The likely situation is, Lookman enjoyed his loan spell, has been too pigheaded to recognise the change that has come at Everton and is in limbo. If he goes to Leipzig I expect to see him back in England within 2 years and I think Leipzig will probably turn a healthy profit on him, as we will have done to date. Maybe Liverpool buy him. If we get £25/£30 million now plus 10-20% of any future fee we will be well reimbursed.
