I don't think it is all the way true. I think the player was the one hesitant about the playing time. West Ham are doing this in preparation of selling Rice. So he's not really that expensive they'll just need to wait a year to see the value.

That's my read at least.

I think they would sell Rice now if they could. No one who can pay what they want is making that offer though. My guess is post World Cup the player is going to agitate and they'll not be able to do anything.
