I would understand why he would have reservations not knowing who the manager is. That said its an odd choice if he hopes to establish himself with this loan.
Listen maybe the club bottled it but it's also totally reasonable to think he backed out after Frank, and no one would argue that would have been grounds to delay that inevitable.
More broadly personally this may be a benefit in disguise if it forces Gordon to Newcastle for Thelwell to get funds.
