Yes, you're right. What would be interesting though is just how much control Arsenal have over those clubs. Are they simply setup to have first refusal on players or do they have a say in the management of those clubs, at least as far as youth management is concerned?

If it's the first then you're probably correct in saying that they're simply buying in talent, but if it's the latter then that is simply good management isn't it?
 
i was under the impression arsenal had scouts working in the african nations to spot young talented lads and then setup a system where they got a move to that belgian side on arsenals cheque book for a year to qualify for some form of passport then having had the rule run over them for a year in a lesser footballing league got a step up to the full arsenal youth.

with regards youth teams and being able to pick squads i think keepers are the hardest to find because all sides want an experienced keeper in the sticks - even foster an man ure wasnt good enough to simply step straight into the starting eleven (dont know if they signed him from anyone tho) - he is a good prospect and watford took the chance of a seasons loan... lucky mr foster.
