It didn't say in the article, I just thought it summed up the state of some of our parks at the time.........

The tall houses in the background with what looks like a church spire behind may give someone a clue............

it's actually a stark reflection on the horrific period of urban decay that many were forced to suffer due to a ruthless and uncaring tory government

but yeah, if you think the helter skelter isn't curly enough then I suppose that's important too
