Confusing as you like, the West Midlands County thing. Especially when you've got the wider West Midlands Region. Do you see the East Midlands lumping together it's scruffiest and unloved towns and cities into one East Midlands county surrounded by others that comprise the whole? I'm sure it is. Liverpool and Manchester were always part of Lancashire until Merseyside and Greater Manchester came about.Poor Wigan.

I digress, Greater Birmingham is actually sensible and helps entrench the scruffiness. Just don't tell people in Harborne, Solihull and Sutton as they'll object to being called scruffs. They'd feel happier if they just accepted being scruffs with money.
