Kept her on a lead. It's not difficult - even the best trained dogs should be on leads in public spaces. You never know what could spook them given that they are animals, descended from wolves and retain the same instincts.

However he comparison to gun control is also not so bad. To own anything more than a spud gun certain measures need to be taken, starting with air guns, then shotguns a whole other level, sporting rifles a level up again.
Why not reintroduce the dog license system, but rather than a form filling exercise expand it so potential owners are properly assessed/tested. (Who pays for it? The potential owner) Authorities should visit the premesis where the buyer proposes the dog lives. EG, Should a high energy dog live in a flat? How many hours a day will the dog be alone at home? Realistically, how much time do you have to give to your dog?
Will people find a way around the system? Of course. That's where proper punishment needs to be handed out. To the owner AND the seller.
I have had all kinds, of dogs, Collies, Labs, Spaniels, Rottweilers. All very different. Calmest, easist breed to train? The Rottweilers, by a absolute mile. I have had 3, ALL rescues, one of them with a particularly unhappy past. Give them a routine, get them socialised and you won't have an issue.

Going back to uneducated/unsuitable owners, I'm currently taking care of an 11 month old German Shepherd. The idiotic owner bought it at 8 weeks (too young, they learn a lot of behaviors from mum who will happily give them a nip if they step out of line) and leaves it home alone for 10+ hours a day. He was annoyed the dog 'Won't do as it's told.' When you have what is essentially a bored puppy in a big dogs body and no time for it, you're going to have issues. He has improved significantly in just under a week but still lots of work to do. Having a calm Rottie as a mentor really helps set the tone. He's here for a month but at the end of that month I suspect his owner won't want him back anyway.

As for the original post, the 'ethnic cleansing' of certain breeds, utter nonsense. You would basically have to eliminate all dogs.
