When I lived in Liverpool, a Wool was a non-scouser, simple as that. What's Google telling you?

May in interject here Sir , as a scouser I was taught and always considered wools to be people living in areas near to but outside Liverpool .
eg. St Helens , Prescot , Southport , Warrington , Widnes , North Wales .
