He's saying that it's not ok if we say what Suarez said, but because he's from Uruguay it's understandable and therefore the FA can let him off without looking like appeasers.

The words 'educated fool' spring to mind.

Not really, Maxi Pereira looks a bit like a monkey, so it's a personal nickname. The Black Boss is a quality nickname as well, why would you not want to be called that. Really isn't that difficult to understand.

It might as well say...

He'll get off 'cos of the pending Terry case. It will make the FA's job in that one so much easier if they let Suarez off, and they can also carry on pretending there's no racism in the game.
