Remarkably easy to get a license unless they've been previously officially notified you have a condition. I voluntary sent mine back in 2012 after suffering blackouts due (they found out later) to heart problems. 18months later when I'd had 6months without problems they just issued another on request.
DVLC rely on you declaring if you are unfit, holding a license doesn't make you entitled to drive.
Responsibility is on you. So if you've no intention of driving it'll never be an issue.

My brothers mate season ticket holder since the age of 18 years old decided to go digital - big mistake seven days cock up, two visits to the ground to get it sorted he regretted he had just got a normal season ticket book..... hours on the phone bombarded them with e-mails etc threatening to cancel - they were very sorry as it was a mix-up with many fans - he got told not many had gone digital - perhaps Everton TV games was the warning lol
