I think sigurdsson gets the number of votes he has because of how much he's played. A lot of the other obvious choices like bollasie or klassen barely got on the pitch. Talent wise he's clearly not the worst, but Sigurdsson is good enough to get on the pitch in a lot of recent teams and then he's been almost invisible over and over again. In my opinion he's been a lot more damaging than the complete failures in recent years..... The penalty was good though...
