the thing about Moyes is after bidding 28m for the pair he's too proud to raise his bid by much. He cares about what he's thought about in the media and always has done. If he suddenly bids £38m he will be known as an asshole in the media circles, who trampled on Everton. I don't think he will bid again for either player.

he's not really reporting everton's side though is he? He's basically reporting ma utd's side and the devlopements from their end. according to his article everton havn't even responded.
