Wouldnt shock me if he goes into the under 23's.
He's given debut's to Gordon, Branthwaite, Nkounkou & Virginia in the past 12 months. The last player to make his debut under 21 for us was Moise Kean, & before that Benni Baningime who is now 22!
Throw in the cache of players we have who are between 22-23 that he has given important first team roles too in Holgate, DCL, Godfrey, Richarlison, Davies im pretty sure Carlo gives the fair crack of the whip to players who aren't 'proven'

Do these highly rated youngster from a big club abroad signings ever really work in terms of the premier league?

Zirkzee is a very interesting one. Talksport is usually a dreadful source but I remember them being first on one of signings last year.

Barely seen him play but I’d take it if we’re not able to spend big.

Jim White has a direct line to Moshiri remember.

IF its true he wont be an u23 player, he'll be relatively expensive to buy outright.

All of these were first team players already, and Godfrey was signed for a lot of money, I don’t think you can credit Ancelotti with their breakthroughs tbh. As for those youth players above, they’ve probably played less than 300 minutes of football combined all season.
