However when you see that the 20 million we paid for Godfrey meant York getting 2m which basically keeps them in business you can see why the authorities would want as much money spent as possible hoping it filters down through the game

Definitely would be content with dzeko for a season long loan. Yes he's 34 but he's still deadly in front of goal. 7 in 15 so far this season in Serie A .

The 3 teams you mentioned there are going to be possibly the 3 worst hit teams in the league.
But that's exactly what will need to happen, or the lower leagues will be decimated.
Money would also find its way down, Everton buy Zaha, Palace need to replace him so they buy someone from say Fulham who in turn replace that player with someone from a mid table championship side and so on..
