A few of them seem to have landed on 16m, which makes me think Everton are putting that number out as this is likely coming directly from the club (hence Bobble, Shamoon etc reporting it). So maybe more of a "look how crappy 40m for Minteh is" thing, look what we could get for 16m instead.
I'd be very surprised if he was gettable for that, and like you say if there was a clause clubs would be falling over themselves to pay it.

We have 2 wingers and they're both left footed I don't see how bringing in another left footed one would bring balance at all.

McNeil can't play on the right and Harrison is rubbish. Didn't think this would be a controversial take with anyone tbh, we've been crying out for some pace and trickery on the right for years.
Its not controversial but its nothing to do with balance is it in terms of balance 3 left footed wingers and no right footed ones couldn't be any less balanced. I don't think it matters whether the player is right or left footed if they have pace and trickery its that we're lacking not them being left footed.
