When the going rate for average/unknown players seems to be 25 mill you have to wonder how we expect to get anyone decent with the current psr rules

Yup, and you'll generally get more options for loans in the final week of the window as squads are finalised and clubs make players available for loan they were previously hoping to sell. It's perfectly sensible to keep loan slots back for the final week. Although I'll be tearing my hair out if they go unused.

Yep, you go and ask for a loan on 1st August and you get told "No, sale only", you go and ask for a loan on 30th August and its "Sure".
