I would think we would be less intersted in making sure we drove a good price than on will the player make a difference to us. If we are sure the player will make a difference then yes, pay the price or run the risk of losing them. Of course Gylfi (or Iwobi)would be an example of paying the price and erroneously thinking the player will make a difference but Godfrey and Doucoure would so obviously help Everton that any price would be good.It's a question of risk aversion. It's pretty clear that Brands' strategy is to drive a hard bargain on proven merchandise, leavened with the occasional inexpensive dice roll.
Digne wasn't Prem proven, but he was as close as you're going to get having been through Lille, PSG, Roma and Barca. Mina was more of a dice roll, as an obvious talent that had a stellar World Cup but had barely played for Barca. Richarlison was Prem proven. Bernard was a punt like Nkounkou and Branthwaite that pretty much can't hurt you, since you get in on a free and most likely get out on a fee.
Iwobi was in principle Prem proven, but Arsenal fans knew better. Kean was one of the hottest young talents in Europe. We did a successful try-before-you-buy on Gomes, and tried to do the same with Zouma. Gbamin was an ironman for Mainz. Delph was a cheap punt on an older player with a reputation.
Godfrey and Doucoure were Prem proven, Allan was as close as you'll get and James was the best player at the 2014 World Cup.
It's up to the eye of the beholder whether or not this is a sound plan. I'd argue that he has had two stellar summers and an incredibly lousy one, which would have been decent if not for luck (Kean not settling in England and Gbamin inexplicably breaking). I would also argue that a lot of people continue to overestimate the quality of the squad he inherited, which tends to explain the risk aversion (most signings must work out, or you have a season like 2019-20).
