I’ve said it before, but it’s because he doesn’t have as much to do. Williams is a fine last ditch defender and an okay tackler. As a Wales defender he just needs to do that, they don’t require him to play as part of a whole team, which he can’t do. Also, at a basic level, international football is much lower quality than Premier League
