Before today I would have said that Red Bull was clearly the fastest car. It rare to see Verstappen slower in the race than he is in Quali, usually the Red Bull is faster in race trim
But the Ferrari was right in the zone today. Even Sainz was faster than Verstappen.
Happy for Leclerc - I don't see him being able to overhaul Max in the championship, but he could certainly take a few more wins during the year

Rule change coming for the Belgian GP to address the flexing issue. Apparently, the tolerance was only measured at two points along the beam and there's talk that Red Bull and others have had to make changes to be compliant.
It might explain why some cars appear to be getting quicker while other may not appear as quick; I suspect others on here. including yourself, will know far more.
A €10,000 fine wouldn't bother any of them and it's suspended too. It's slap on the wrist letting them know to not do it again.
