Or clubs hadn’t breached prior to that but our loans and reckless spending finally caught up to us. It’s not all a conspiracy. We’ve had years of reckless spending and not increasing revenue meaning we now need loans every month to pay the bills.We're talking two completely different things here.
1. Breaching PSR - in the 12 years since PSR was introduced, not one club has been charged with a breach. All the UEFA precedents set on their version of FFP have been small fines, squad reductions etc.
Then conveniently.... the Goverment push ahead with an independent regulation bill and with that Everton, Nottingham Forest, Leicester are all magically found guilty in the space of months, with Chelsea, City & Spurs accused of similar improprieties.
My own belief is that in the short term the owners thought at worst we would get a fine and a telling off, being deduced 10 points was never a feasible punishment and again, you're levelling a critique at the ownership for essentially not having a crystal ball and seeing how Richard Masters would look to screw the club over in order to try prevent the Government from getting involved in the governance of the sport.
2. The 2nd point is as COYBL25 highlighted - administration. Now administration would never be on the cards had Putin not invaded Ukraine. Usmanov would have continued pumping in money and our sponsors which were increasing on top of the bigger revenue from BMD meant no situation would have arisen were we would be going cap in hand to a group of criminals like 777.
Even if you ignore the sanctions to Usmanov, Moshiri's asset wealth is predominantly in USM. If I may refer you back to the Panorama investigation into the money Moshiri used to purchase Everton - If the BBC are privy to the obvious links, then you can be certain that the British Government and British banking system will be keeping a very close eye on Moshiri's transactions, he'll not be permitted (in my belief) to take out hundreds of millions of pounds from USM to keep the lights on at Everton. This is why administration is a real threat. You cant therefore blame Moshiri for not "funding" us when he most likely cannot access the sort of funds required hence the loans from 777.

They could have paid off all the outside loans before having assets frozen, but they didn’t because they weren’t pumping money in as you seem to suggest.
How do you increase revenues without winning trophies and competing regularly in the Champions League ? Increasing season tickets and putting on a better spread at the match only brings in so much additional revenue, truth be told it wouldn't pay for a new signings annual salary.
Leicester won a league title, FA Cup, competed in the Champions League and finished 5th twice. They still breached PSR.
If Villa keep investing to grow and not sell their best players they will breach PSR at some stage, as will Newcastle.
I have criticised Moshiri for some of his decision making, however I have zero problem in the club breaching these rules. They're anti competitive in nature and the only clubs who wont ever breach them are the Red cartel (Man Utd, Liverpool & Arsenal) and the clubs happy to not invest and milk the TV money in midtable (Mike Ashleys Newcastle, Crystal Palace, Brentford etc.)
Like Newcastle have done, finish in top 4 and increase shirt sponsorship for example. Not to the same level as the “Sky 6” but they have increased it to a middle ground between the Sky 6 and everyone else (which has always been around £40m+ for Sky 6 and £10m- for everyone else). They're doing exactly what we did/were looking to do with USM. Mid table clubs like us cannot attract big sponsors without consistent Champions League exposure - to get consistent champions league exposure you have to spend money on good players, good players that typically cost a lot of money and earn big salaries. PSR prevents clubs without regular champions league exposure from spending big money and paying big salaries (certainly the new reformed rules that are coming in).
Why some football fans of the other 14 clubs fail to comprehend this chicken and egg PSR scam baffles me to be truthful.
The over riding issue I find with many fans is that their real angst is with how modern top flight football operates. As thats something out of their control, they look for a common bogeyman target. Its easy to blame Moshiri for "having a go" and breaching PSR than it is to actually force the elite who govern the sport to actually do away with a system that is quite clearly rigged to prevent any newcomers from gaining a seat at the table.
The solution to not breach PSR is to appoint a manager that can perform miracles on a small budget, sell your best players every summer and spend half the profit to keep ticking over, never truly threatening to upset the applecart.
Ironically we did exactly that under Bill Kenwright and fans flown planes demanding more lol

You were desperate for kenwright to go weren’t you? Went on matches etc against him. He was the bogeyman target for you. Because he was the owner of the club. Ultimately, the state a club is in is down the owners. Moshiri isn’t a bogeyman because he has been randomly selected. Every decision rests with him.
