Not really my opinion, 1 top 40 hit is pretty much the accepted definition. If an act had one recognisable hit and 1 other record that reached number 97 I'd definitely call them a 1 hit wonder. However there are hundreds of established bands who had long careers who only had 1 top ten record and they aren't one hit wonders but they meet your criteria.
