Anybody know what this is and how to get rid?

I've cut it down here but it literally takes over everything and goes into the fence and breaks the cement posts.

It's from the neighbour that backs on to my house which is overgrown by that and other tall weeds. I think it's a rats haven in there. Can the council do anything about that?

Looks like some form of Creeper ?

I’d speak to environmental health. Probably best to ask your neighbour to cut it all back first before causing a dispute. Offer to do it yourself if you have to.

Yeah suppose I will. Its a very scruffy garden, wouldn't like to see their house. Then they may be elderly or something so can't judge.
 
It’s a Virginia Creeper.

We’ve got it in our back.

It’s fine as long as you cut it back and don’t let it get into the brick work or under the eaves ;)

It is nice, it's ruining the concrete that the fence sits on, I need to kill it.
