There are many reasons why England isn't very good in international tourneys. However I still think that a major reason is UEFA qualifying.
When England plays good teams and Northern Ireland England's players are most likely suited to playing on the counterattack. After all they'll never be able to kick it around like Spain and Holland. How many chances to they get a chance to practice and develop chemistry playing a counterattacking style in a competetive match? When its time for WC 2014 qualification England will be a 1-seed. These are a few teams that maybe/will be a 2 seed: Switzerland, Poland, Greece, Sweden, Ukraine. All 5 of those teams (especially, Greece and the swiss) park the bus for 90 min. Not exactly a way to perfect playing on the counterattack and in all likelyhood that will be the best team you'll face in the 18 month runup for the WC. At least Spain could practice spreading it around even against teams like Albania etc. Meanwhile SA qualifying puts you in situtations where you are matched up with average teams in hellish conditions and Brasil, Argentina, Chile and Urugray twice. Its no surprise that the SA is kicking ass. Hell for all the critising of Argentina in qualifying its now apparent that they didn't underachieve as much as originally thought. In other words you are trying to win a major tourney when you are in a group that for all intensive purposes 5 of 7 teams aren't even Championship League quality.
Given that 24 teams are in Euros you could keep that qualifying the way it is. However for the WC you need qualifiers for the group stages. Whittle it down to say 4 groups of 6-7 teams with the top 3 advancing. So in other words you'd have:
1 seeds: Holland, Spain, Italy, Scotland (uh just kidding) Germany.
2 seeds: England, Portugal, France, Russia
3-6 seeds would consist of this pot: Croatia, Greece, Poland, Swiss, Ukraine, Turkey, Serbia, Chech Rep, Slovenia, Slovakia, Sweden, Norway, Ireland, Denmark, Scotland?, Isreal.
In the current qualifying system the best team you would face say Turkey (which even we spanked 3-0).
When you weed out the minnows this could be your group: Holland, Denmark, Turkey, Ireland, Isreal. 3 advance so if you play well and get qualification wrapped up early you could try out the young guys against a quality team on the road. They'll finally be able to get the experience that they currently need as most of them are denied playing time by their Club and country.
