Wage levels are the best predictor of performance over the long term. It's a simple equation, market forces dictate that the better players can demand higher remuneration and the big wage bill teams therefore have assembled players who will, over time, produce superior results.
Leicester were the once in a lifetime outliers who regressed to the mean the following season. We ourselves were notable outliers under Moyes.
If we are to bridge the sizeable gap without massive net expenditure we'll need to invest in young players, while they have relatively lower wage demands, and develop them into top performers. A Spurs type model which is what we seem to be pursuing.

We're loaded lads, lets not worry about what stuff costs

Aye, we're loaded mate, but, unfortunately, the teams that finished above us last season are more loaded, with ManUtd, Chelsea, Citeh, Liverpool and Arsenal being considerably more loaded than we are, and we're a fair way off Tottenham.

In fact the likes of West Ham and Newcastle are, in terms of "loadedness", in much the same ballpark that we are, so it's not enough to be loaded, you need to make the most of the money you've got, and aim to bridge the cash gap by being clever.
