Liverpool is twinned with Cologne in Germany, another city that was devastated during WWII.
I've got a book that was published between the Wars ; it compares the battlefields of WW1 to what they looked liked when photographed at the time of publication(late twenties I think). Very Interesting to see the transformation.

Anyway, in the book it mention Birkenhead being twinned with a French town which was in the battle zone during the War. Off hand I can't remember the name, at the time I tried to find out more details but nobody from the local archives could find any information.
I'll see if I can find it if anybody is in the slightest bit interested.
