It covers the attack only.
No it doesn't. The first two bullet points do not mention attacking play. The third bullet pont mentions scoring a goal, which did not happen. The last sentence only mentions accidental handball leading to a goal or a goalscoring opportunity, so not relevant in the game tonight.

Non of it deals with the defensive aspect.

You conveniently ignore the following:
'Deliberately touches the ball with their hand/arm,' It wasn't deliberate - the guy was falling backwards and put his arm out to help break his fall.
'Touches the ball with their hand/arm when it has made their body unnaturally bigger' There was no way his arm made his body unnaturally bigger.

Jeez, what incident were you looking at...?

The bit where he was megsed and used his trailing HAND to prevent the through ball. In the area.

Hitting the deck and handling the ball, are you actually excusing this?
