This French article rounds up some details that seem to make sense:


The summary, partly reading between the lines, is that Gueye wanted a severance payment from PSG since he would be taking a pay cut to come to Everton, and they didn't want to pay. Everton broke off negotiations over the delay, so PSG set up a meeting to work things out with Everton early this week. If things don't work out, there may be other unnamed suitors, but the article seems to suggest that PSG wants to get it done.
 


A short interview with Idrissa Gueye from November 2017 when he was an Everton footballer. Ronald Koeman has been sacked and David Unsworth is in temporary charge.

Casemiro is a genuinely WC player, leaving the European & Spanish Champions & will probably end up transforming United's midfield. Gueye is nowhere near his level & won't make the same level of impact.
 
All relative.... In the games we need him, he'll impact us, as much as the new over the hill poster boy from mancky. Plus, experience of Everton and pl, big advantage.

For the price difference, no brainer.

There's also a difference in price tag and wages. We're paying about one-fifth the wages (on a much shorter contract) and one-seventh the fee. Clubs can pick up older players like Gueye - Thiago Silva is still a rock for Chelsea at the back at age 37 - but they have to do it the right way.

Either Everton buy Gueye for a fee PSG give him as a severance payment or he terminates his contract and want to pocket the money Everton "save" as he is a free transfer.

Same as was done when we signed James Rodriguez.
