The thing is, though, your question is bogus. If England went out of the WC on home soil there'd be (as we know from experience) disorder - even rioting...and we're a stable country, aren't we? Trouble of that nature is not a reflection on the general level of order/disorder of a society.
I think it is highly likely that they will get no change from France and I can see them being eliminated. I think there is a good argument here for host nations to go straight to the knockout stages.
