You could argue Ibra, Pogba definitely not, half the reason he came to United was for his "brand," Veron and Ballack were pre-social media and just a general different age for the global connectivity of the internet so I'd say no to those.

has a point, ibrahimovic is probably more well known, i'd say he is more popular, but that would be opinion based really, james' numbers regarding worldwide prestige are there in writing. The really best players in their prime don't really come to the PL tbf, you'll get the odd player coming in their twilight years, like ibrahimovic did, but it's not too far fetched to say rodriguez is the biggest name to come to the PL. Only because he's coming here does it not seem as big, this would be massive news if he was going to united, for example.
