I think its players delaying and seeing what the best offer is, then spout some crap for the fans/media praising signing club and emphasising it was nothing to so with money
 
So we were going to spend thirty odd million on Giroud, now being sold for half that price three months later. Sounds about par for the course

We used to do it so Bill could save a few weeks wages but we buy players early because we are so rich. Unfortunately it’s always the wrong players.
