Would you give Kevin Thelwell, our director of football who deals with transfers, money to spend though?
Thing is this is how it should work:

Owner/board > DoF > HoR/manager

Owner and board tell the DoF the overall aims of the club and then leave it to the DoF to implement that strategy across the club. Including recruitment policy.

The manager and HoR, under the direction of the DoF, go about implementing a coaching/management style and then scouting and ultimately deciding on players.

I keep banging on about it but for me Thelwell's biggest failing was not having a HoR in place for the summer. He's trying to act like a DoF should, and that's good. But if you've not got that crucial position filled then you're making a rod for your own back.

Apparently the job has been accepted by the candidate they wanted, yet that happened 10 months into his time as DoF and it still hasn't officially been announced, as the person hasn't yet started. So as it stands, Thelwell has to take the brunt for recruitment. Lampard can take his blame for insisting he prefers English players/PL experience and Thelwell can take the blame for not being able to come up with better than he did.
 

Nobody seems to understand at the top of the club what is required. Under Carlo we had:

James Rodriguez
Richarlison
Sigurdsson
Lucas Digne

We have replaced these players with:

Gray
McNeil
Garner/Dele Alli
Myklenko

When are people at the top of the club going to wake up and realise they are signings players who can’t even get into the teams we are signing them from. In Myklenko’s case, he was the wrong signings to replace an experienced premier league left back. We would have been better with Aaron Cresswell.

Surly at say the beginning of December Lampard sits down with Thelwell and the board and they say ‘who do we need?’ ‘What have we got’ and they start making enquiries, dare I say it… Liverpool style, highlighted Gakpo, got him, signed, sealed, delivered and played the other night. We are we consistently dragging our feet. Surly we have highlighted some players early and all we should be doing now is negotiating with their clubs. It’s just so poor. We are playing Southampton on Saturday in a relegation battle and they have already signed an experienced, creative, Croatian midfielder who is known for scoring worldies and he was 7million. 7 million!!!!!! I would have had him everyday of the week.

Let’s also hold Lampard accountable. If he didn’t want the players such as Ali and McNeil he should have been stronger in his position however if he green lighted them then he is as accountable as the board in my opinion. He’s not had zero money to spend, he’s just spend all of the money so poorly in a typical Everton manager way.

Depressing.
Just on that top list, ultimately yes the lack of quality is a huge gulf and that's a problem.

On the flip side some of those players cost a lot of money and are part of the problem to why Everton ended up in such a crap financial situation. As much as I love James and wish we had kept him, btw.

On GS, well literally everybody hated him.
 
It's absolutely right to send Cannon out on loan, btw.

That's a different argument to Maupay, who simply doesn't fit the way most of the rest of the squad are capable of playing.

Probably right for his development right now, but I wanted to see if he offered more than Maupay. I think there is a good chance he would have been a better option.

I know it was only a one off game but he was the only player in the league game down at Bournemouth who looked interested

It seems obvious that Maupay and McNeil were Thelwell signings, given that those deals only happened because the clubs were willing to take small upfront payments, and he is in charge of the actual recruiting.
Frank was probably after a couple of Chelsea players which never materialised.

The manager and DoF, for the first time at Everton, were on exactly the same page as to who they wanted. There was no 'this is Thelwell, this is Lampard'. They worked together to sign off on each player. Obviously, within a confined remit. They really wanted MGW, they thought they had it done. What then worries me is when it didn't happen, they rushed into signing McNeil.

The issue is, that's what a Head of Recruitment and manager should do, and then present to the DoF who makes the call in regards finances, if the player fits the overall strategy etc. That's how it should work.

Thelwell has never been a Head of Recruitment. He's never been a scout. So that's why it was urgent to get an experienced Head of Recruitment in.
