How do you know he didn’t park there just to nip in for a minute to give his missus something and nipped back out? How do you know he didn’t park there to help an elderly relative get to the place easier? There’s like zero context to him parking there.
If you knew the rules on use of a disabled badge you would know that even cars with 1 can only use it when the disabled adult or child is in the car.
There is no justification for using the space if he isn't disabled or doesn't have a badge. Don't defend him being inconsiderate .
On private land like supermarkets etc they can clamp and fine you, but it's more of a moral issue. But on a public highway think it's akin to parking on yellow lines, you get a fine .Is that the law of the land or simply a recommendation? Could a car without a badge be done for illegal parking?

To get a blue badge you need to jump through hoops, provide documentation and doctors certs etc so you only get one if you need it. We got one for our 5 year old who's completely wheelchair bound so it's a voice of experience.
Sorry not a high horse thing, just we deal with this rubbish on a daily basis so it does annoy me when people get blase about why those bays are needed.
