I assume that Mata's agent has been talking to a number of parties that are interested in signing the player.
I doubt very much that it is Everton and nobody else. A player of his quality will always have clubs looking at him.
They are probably at the stage now where a decision has to be made or maybe the final tweaks to the deal.
Clubs are now starting back training so it is likely the player will want something definite sorted soon as possible.
As @The Esk has said talks will go ahead to bring a deal to a conclusion, as with any deal it can fall apart at any time.
 

The report on twitter was an opinion on why he would be better off at Valencia than Everton, Valencia can't afford him anyway.
