To cut a long story short, he's not consistent enough.I've never seen Mirallas as particularly creative - or not in the traditional sense anyway.
He's a player who is very effective in the final third, whether that is scoring the goals or assisting, but rarely does he create those chances if you get me. As in last night, he was the player who got on the end of Barkley's initial creative drive/pass, to square it to Lennon.
It's creative I suppose, but not in the sense of a true 'playmaker'.

More assists (26) than anyone in the squad apart from Baines (27);
More goals (32) than anyone in the squad apart from Lukaku (58);
Minutes played by each of those players since Mirallas arrived in August 2012:
Baines: 11,236
Lukaku: 9506
Mirallas: 7656
Since August 2012, Barkley (for comparison) has scored 21, made 15 assists and played 8434 minutes in all competitions.
Mirallas is STATISTICALLY ahead of Baines in terms of ratio of assists to minutes spent on the pitch. He's also ahead of Lukaku and Barkley in that regard, over the last four seasons. Lukaku is way ahead in terms of scoring ratio, but Mirallas is second in that measure and comfortably ahead of everyone else in the squad.
"Inconsistent" is not an accusation that any rational person can throw at Mirallas.

Even if your accusation is accurate, he's STILL producing the goods in terms of goals and assists. I'll take a chap who averages 8 goals and six assists from roughly 21 games a season. In fact, I'd give a chap like that more game time. Imagine if he was allowed to play 10 more games a season... stats suggest he'd be good for 12 goals and 9 assists every year.
I really don't get all this nonsense about a bad attitude. He's spent long periods of this season unfairly on the bench. When he got a chance against Chelsea he took it, he got injured and was benched again. He took his chance again last night but I think that he'll be benched in favour of the Clev against West Ham.
