Yeah not so much to do between September and January.
I read something on this a week or so ago. The idea is that the role, will involve constant contact with the loaned out players, and the club's and get info on everything that is happening, them they report back to the club and Lampard.

He should be busy all year round, he has plenty to do.

There are mitigating circumstances this year, (when are there not at Everton) but ideally September-January should be about embedding structures and processes and monitoring progress. If that sounds too business/corporate like, then it is, we need a structure where people can be held accountable to targets.

Putting the structure in is one thing, but he'll have to show some bite if he is given the licence to do so, if there is lack of delivery.

Potential signings should be identified before and not during the respective windows, so the scouting process needs to have plenty of reports to feed upwards, January and the summer should be about implementing buying and selling plans, and not planning in itself, though this year will be a mix of both.

We were never even close to those clubs in the first place. You just can’t compare Manchester United’s objectives with ours, they are a global elite mega club. If they finished 4th and we finished 7th then we have had a better season than them.
