I would imagine the deal may have included a clause that meant Monaco could not recall the player. I would imagine this has changed until they replace Falcao. This could be the sticking point. Monaco probably won't let him go without a recall option until they get cover to replace Falcao.

Can't recall a player if there's a fee involved in the loan and as far as I'm aware you can't recall international loans full stop as they are treated as short term permanent transfers.

Yeah, we're not as short as it seems at striker, though there's really no replacement for Mirallas in MF if he plays striker.
