Yeh it can do. I just had to look at Joker to see how funny Rotten Tomatoes is compared to IMDB.

But some films I love don't review well anywhere like Repo Men.

That's the internet for you. Always be wary of anyone who thinks the audience score on RottenTomatoes is a better indicator than the critics score.
See I'll never pay any attention to a critic, too many people read reviews then dont watch a film based on what they read, a film they might of enjoyed, a few hours entertainment.
The IMDB ratings too, there will always be people who give everything either a 10 or a 1 if they rate it but without fully getting it.
I seen a website review of Once upon a time in Hollywood that slated it because they had read "every book on the market" about Manson and based on what they know the film was garbage.
Also advertising, I know from experience in music of certain labels that always got great reviews of releases because there full page advertising revenue was vital, I'm sure the same happens in the film industry.

I'm not saying only watch critically acclaimed films as that would be ridiculous. If a film sounds interesting or is made by someone who's previous work I like then I'll likely give it a go regardless of reviews.

I just find my opinion on many films often seems more aligned to (some) critics reviews than IMDB scores or audience scores. There are exceptions though, The Favourite had praise lavished on it and I really enjoyed some of the director's previous films so it should have been great for me. Not so.

Once Upon A Time......It's critics average score is considerably higher than it's audience score.
