When Moores acquired the Padres in 1995, just 3 years later he greenlit/approved the offseason trades to acquire all-stars and MVPs Ken Caminiti and Steve Finley to go with home grown core of Tony Gwynn, Andy Ashby and Trevor Hoffman. The Padres traded for All Star Greg Vaughn and arguably the best pitcher Kevin Brown in 1998 when it was clear the team had a solid foundation to compete for a championship and go deep in the playoffs. The underdog Padres finished top of their division and won the National League and lost in the World Series championship final that year.

Whats an All Star, what does "best pitcher" mean, how much did these moves cost?

Cos to buy the players you mentioned, surely wouldnt be cheap, Lampard in his prime your talking about 30m, Jargenmenko 20m, Lukaku 60m, RVP 25m.

All-Star is like Premier League Team of the Year.
MVP is like Premier League Player of the Year
Best Pitcher is like Golden Boot for a tournament or the best player at a pivotal position - a very valuable position, for example the best pitcher in baseball currently is Clayton Kershaw and he signed a $215M contract for 7 years, which is like $30M or £20.81 Million GBP a year or £400,000 a week.

Baseball is different, you don't sell players, you trade for them - so that means exchanging a player for another player (or many times one player for multiple prospects). Usually to get someone like Kevin Brown (which is like a hired gun like RVP in his prime), you'd have to give up many prospects like your organization's top youngster (like a Barkley two years ago) or an all-star caliber player. And then you also have to pay for the new player's wages.

You can sign players who on a Free called "Free" agents, where you're just paying the wage. For example Kevin Brown whom the Padres traded for in 1998, became a Free Agent the next year and became baseball's first $100M contract "He signed a lucrative contract with the Los Angeles Dodgers (Dodgers are like Man City) for 7 years/$105 million USD, becoming the first $100 million man in baseball. Many fans, both in San Diego and nationally, were taken aback by the immensity of the contract given to a player (almost $40 million more than the Padres offer, the next highest offer he received)" (source). This was back in 1999.

It's hard to compare apples to apples because of different sports and structures and a different time frame but leading up to the Padres championship year, the wages increased by more than double from when Moores acquired it $25M in 1995 to $53M in 1998. The league average payroll for 1998 was $43M, the Padres were 20% above the league average and had a top 10 (out of 30 teams) highest payroll. The Yankees (Think Man United or Man City) who the Padres lost to in the championship had the highest payroll that year of $74M (Source)

And the most important question, who paid for these players? Did the club pay or did they pony up their own money? Do Baseball teams do yearly accounts, is it possible to "chase the money"?
 
That scenario is laughable. You're just fear mongering and anyone ignorant would probably take the bait. You don't build value by strip mining and selling your best assets on the field. Yeah's let's sell Everton's best players for a fraction of the value that you will destroy when your team gets relegated. That would be utter stupidity. Moores is hands-off when it comes to how the team is managed on the sports operations side. He hires smart people and let them run the team. In this case, my bet is that he'll evaluate RM and if RM shows that he has a long-term vision for success and silver-ware he'll let RM make those decisions.

The reason why he was able to get spectacular returns wasn't just timing, the Padres as an organization increased their intrinsic value with better infrastructure, a better television deal, better marketing and a team with more of a history of success in the decade before he sold the team than in the previous 20 years combined. If Moores just sat there and did nothing he'd be reviled. Some fans were scorned and hated Moores because he abruptly sold the team and disappeared - but when you understand that his hand was forced by his ex-wife in a bitter divorce where she wanted half of everything he owned you can understand why he had to sell the team.

Its wont be a long term plan for them, Everton need a 5 year plan but they can make a wedge in 12 months and forget about us, which is probably what they would do. Why wouldn't they? Why would they care if we win the FA cup, they probably don't even know what it is but they can see a quick earner when its on the table.

Would they be buying us if it there was no TV deal on the horizon?
Why sell to them in preference to all the other parties is our question?
