Or it's because the gap between us and Barcelona/PSG/Roma is that big that he can look average attacking there but brilliant attacking here.
Exactly, we can pretend we are on the same level, but the reality is Barca fans, players, media, and coaches have the highest standards in the world for a player. When they say he is "poor" it means hes poor by THEIR standards, that doesnt actually mean hes a poor player. It just means hes not one the 3 best in the world at his position.

I disagree.

It cant be all about delivering to where you think your team mate will be. We have that in passing right now all over the pitch and its a mess. It's not just about hit and hope. The best wingers/wing backs get their head up and make sure they deliver to the spot - and with the right height and speed - where their team mate attacking the ball WILL be when he arrives for the ball. They're not just aimoing for space, they make an assessment of trajectory and distance of whatver gap an attacker has to make up when the ball is delievered.

Of course, that ^^^ overcomplicates what is an instinctive and largely unthinking bit of team play. Nevertheless, the best will always have speed, distance, angle etc all computed but do it instinctively. Digne fits that bill for me: his delivery is smooth and instinctive. There's nothing forced about it. It is a sight to behold, and it doesn't compare to the laboured delivery of others...including Baines.

Beckham used to nearly always look up and pick out a player with his crosses because he was good enough to get it to them.

Lesser players just try crossing in to the box as they aren't good enough to buy themselves the time to look up or their crossing isn't accurate enough to pick someone out.

That's the difference, yes.

Baines was/is a good crosser. He did pick his head up, more often than not, during the 3-4 years when he was in his prime and had Pienaar there.

I get what @davek is saying in that he does also tend to just lump it in, and since Pienaar declined/went, that was an issue. With Pienaar, Baines had the time and space to drive forward without the ball, meaning he could see the picture in his head by the time he got the ball back (basically he'd already done his looking, so it was less hit and hope and more having that image already there).

Digne is definitely more of a 'passer' with his crosses. They seem to be aimed at a direct point every time, which is great to see. Hopefully it continues because overall he's made a brilliant start.

The Baines disguised cut back to the edge of the box was high art.

They're also all glory hunters and say every player they sell is rubbish. Not even necessarily due to their high standards but their elitist attitudes of thinking no player is good enough for their club.

Yep, and that's what I meant about the Pienaar thing.

Baines would lay it off, run in behind, and in that time always had that second or two to look up and have the image in his head of where people were or would be by the time he had the ball back.
