Until we hear something from a genuinely credible source it is best not to believe anything about the Lukaku situation.

Because Lukaku spent an entire season with Everton it does change the dynamics of a transfer somewhat.
RM will know Lukaku and probably his representatives well. I am sure they have each others phone number and there will have been
some communication between them in recent months...if only for RM to wish him the best before a World Cup game.

It may not completely influence the thinking of Lukaku in deciding on a club, but it almost definitely would keep RM in the loop
with the decision making process.
I think Everton will have known for a long time what his personal demands are.
What is not known is the Chelsea/Lukaku situation.

Sure. Doesn't mean they've strengthened, which is the point I was disputing.

They have less quality in their team overall now, as they lost a world class player and replaced him with Europa League quality players. At a push.
