I agree with this, the DoF model in this country rarely works, even when a new manager goes in to a new football club and claim they `are not players` but isnt that the idea? They are the clubs players....
I think we should ditch the DoF model OR get a DoF combo which is proven a bit like what Spurs have done with Paratici/Conte, Sevilla with Monchi/Emery and Overmars/Ten Hag. None of them are really likely are they?
The idea with a DoF is to provide some continuity between managerial regimes. This requires the DoF to have the authority to say "no". This seems to happen part of the time. Silva got to bring Richarlison, Ancelotti got Rodriguez and Allan, Benitez got some cheap buys that were clearly his doing.
A transfer policy like this that is the outcome of a bargaining process tends to kind of work. It satisfies the parties at the time, and it has blind spots that a transfer policy overseen by an individual would not have. (Such a unitary policy might well also have blind spots, but they would not be these ones.)
I wouldn't say that it's so much that the model can't work as that it will never fully work in the context of high-profile managers who come to the job with the ability to demand transfer policy concessions.
