Looks like this may well go ahead with initial public consultations over the coming months.
A barrage connecting Liverpool to the Wirral, somewhere South of the city centre is most likely, with pedestrian and cycling routes over it. Thoughts?

I think it would be revolutionary for the city if done right.

 

How will the sheer volume of crud that has been tipped into the sea affect the turbines/generators? The massive amounts of plastics and associated debris has to be considered. Could it be a means for two birds with one stone? partly cleanse the immediate waters whilst capturing tidal power?

Also, who's paying? EDF or similar or 'GB energy'?
 
Chances of the UK building something that innovative in the energy field seem close to zero, sad to say.

We cannot build any major infrastructure without it being slow, massively expensive relative to other European countries, or just cancelled outright (e.g. Swansea tidal scheme binned around 5 or 6 years back). Kindly doubt we're going to buck that trend and build the world's largest tidal barrier.

Stranger things have happened - e.g. prime James Rodriguez starting in centre mid at Goodison Park. But more likely we wait 10 years for S Korea or China to iron out the first gen problems in their tidal barrages, and then we pay them to build it for us. S Korea currently exports their nuclear power plant designs in this fashion.

It would have flood protection potential also
 

Does anyone see UK govt making something like this a goer in a northern city?

"Northern powerhouse" "HS2" etc etc.. loads spent on consultation and big promises to keep the oiks quiet before it's shelved in 5-10 years is my guess.
